The CEO of Carrier's parent company, United Technologies, says Trump's plan to keep Carrier jobs in the United States will result in fewer manufacturing jobs. In order to remain in the US, Carrier will have to implement cost cutting measures ( i.e. automation), which will result in fewer assembly line employment opportunities; additionally, although United Technologies plans to keep engineering related positions in the United States, those jobs will likely be filled by foreigners with J4 visas, seeing as the United States has a shortage of Americans in that field.
